When did people sewing jeans in Los Angeles start making $60 per hour? Did you get the number out of your ass? Assuming they are actually legal workers, they'd make about $18-20 per hour.
Add another 30% to that labor cost with the payroll overhead.
Still it is possible to have competitive textile jobs in the US at the higher end, the way Italy does today. Jeans retailing over $100 can be manufactured in the US, $35 jeans from Walmart or Old Navy, not so much.

30% of $20/hr = $26/hr in the US,
vs. in Vietnam:
300% of $1.50/hr = $6/hr total after tariff.
Even if you add the extra cost of tariffs applied on materials and shipping from Asia, it's still a pretty big gap.
The key is if your labor is doing more complicated work on expensive fabric and high end machinery, then it becomes feasible (see Italian textile industry).
