Yes, the spending spree started under Trump to combat covid shutting down the economy. Biden continued it, despite the reopening.
Hingsight is 20/20 but I think it is clear from the surge in deposits that are only now being reduced that all the stimulus plans were too large but that kind of economic targeting is nearly impossible in real time.
