We are literally
running this war, that much was made very clear by the recent release of classified documents. We have a few hundred military cadres and volunteers/mercs in Ukraine right now, along with thousands of others from NATO.

The US intervened militarily in Syria a decade ago, during the Obama administration, and
currently occupies one third of that country, with several military bases established. We are taking their oil and their cereal crops. Interestingly enough, ISIS and other jihadis happen to be in the third we occupy, along with the Idlib enclave in the northeast, patrolled and supplied by Turkey.
In Libya the war did not started organically, it started because we backed rebels, providing them with extensive military training, billions in weapons and military support including air cover. Without this active role, Libya would have still been a stable, wealthy country. Instead it has been a broken country that spiralled into a full scale humanitarian crisis, with warring factions and a large-scale ethnic cleansings of their black minorities, and a bona fide slave market.
In reality the Endless War agenda has been entirely bipartisan, it's stupid to polarize it in partisan terms. What's notable about Trump though is that he did push back against that, and resisted the neocons who wanted to bomb Iran. Note that these neocons were both in his administration, like Pompeo and Bolton, and in the Democratic camp as well (Clinton, Schumer, Blinken, S. Rice, Power etc).
