If you have US government employees (scientists, aid workers (real ones) and embassy staff in countries like Senegal and Rwanda, there will be administrative overhead and costs. Less than 2 million dollars total for both countries doesn't seem outrageous.

I've mentioned many times in the past that I work for the federal government. Since DOGE made it's clumsy uninformed efforts, 40% of my coworkers have been shown the door and everyone left is working much harder to try and make up the slack (which isn't possible).
