My understanding is the Democrats have drafted a law, with some Republican support, that will decrease the rampant illegal immigration. This is also currently tied to funding Ukraine and Israel. Many Republicans want a stricter plan that will better decrease illegal immigration. Those Republicans want to vote no on the "Bipartisan" plan.
They could simply enforce the laws on the books, and use our considerable leverage - like President Trump did - to get central and south American countries to stop the flow.
