I made the report after I got home. The appropriate agency is investigating the incident.
The law is nuanced in California. Depends on the county you are in for example. Small counties in CA are permitted to (and often do) issue permits for open carry, but that only applies to open carry within the county. There also are general exceptions for police, hunters, military, etc. and types of guns ( e.g, antiques). If you are in a rural county open carry is more prevalent, and more generally accepted. If this guy is in say a downtown urban area and seems threatening, you should consider calling authorities.The presence of displayed firearms when coupled with that looks like aggressive behavior in an urban area could escalate conflicts, potentially turning arguments into deadly encounters. Context can be important.
FWIW, open carry is permitted in the overwhelms number of states, and even in four states where it is generally not permitted (one being CA), there typically are many exceptions.
