I don't think this video is any more conclusive. You just just as easily say that she was waiting for the ICE truck to clear the road (which it is fully blocking), then thought they were pulling off the road to the left and accelerated to get by, then was surprised when they U-turned back in to her lane and they collided. Your tweet is reading a lot of intent into it here. This could easily be a normal minor traffic accident that happens all the time.
