It became a way for Biden to let approximately 1M "asylum" claimants into the country, knowing that; (i) their claims were almost certainly weak; (ii) they had crossed many "safe" countries where they could have claimed asylum and instead came to the US for economic reasons; and (iii) their cases would not be adjudicated for years. In addition, the vetting was questionable.
