I think the issue is that Cheeto does not think she has been aggressive enough. She has tons of approved budget but she is too dumb as to know how to spend it.

They always claim the officer was "assaulted." Usually when they have to go to court it turns out to be untrue.

Maybe in this case it is true. But McLaughlin is not a reliable source.
