Just substitute "Reform" for "abolish" or "defund".
ICE is a bit different from police, though.
I get why Dems might be gun shy about using this slogan again, since they did get burned for it with Trump coming back. But these things are fluid and if the administration keeps doubling down on the current approach then political incentives could change quickly.
