Probable cause is required for a warrantless arrest in a public place to be legal.
Not merely suspicion.

If you were actually arrested, police would have taken you to a police station and put through a booking process.

Yes, perhaps! But of course when the mass wave of Italians first came, conservatives of the time felt similarly about them. Especially the darker ones from Southern Italy.

I was not a criminal law practitioner but I checked a couple of things:

The law:
The police have no liability for a false arrest if they had probable cause to suspect that you committed a crime.

It is unlawful in most cases for a citizen to resist even a false arrest although there is some flex in that if excessive force is use during the arrest.

The reality in the SF Bay Area:

Few jurors will find probable cause for a false arrest in a civil case for damages, regardless of whether the plaintiff resisted or not. The county is going to settle and pay or get whacked by the jury.

How many times has this scenario played out in the Bay Area:

A family member, shopkeeper or member of the public calls 911 about a person wielding a bat, knife, machete or pike threatening people. The police arrive and the armed person charges and the police shoot and kill them. Result: The city writes a check to the heirs (often estranged for years) for millions…..and there is a hue and cry to charge the officer with murder. This tips you off how successful defending a false arrest case would be.

If police in Bay Area had shot and killed Good and Pretti the city involved would have paid out millions. Since ICE did the killings, with all the hurdles the Trump DOJ will put up and the decedents being on the opposite end of the political spectrum, all I can say is good luck to the heirs.
