There is no general policy stating that shooting out of a moving vehicle is okay. You should definitely want those doing bad to do better, and public policy and laws should work towards deterring bad conduct. Please remember that, just like one black guy robbing a liquor store does not mean black guys are bad, one cop unsafely shooting out of a moving vehicle does not make cops bad.

A white guy was killed by U.S. Marshalls during the funeral of his father as he was embracing his Aunt.
No warning. No identification by law enforcement. They just yelled out his name "Jason" and started shooting immediately, according to witnesses.
