Typically, yes. With Trump 1.0, my understanding is no. He was such an unforeseen Longshot and not part of the GOP establishment, so he didn't have a giant database to tap. Most of the Obama-ites stated and slow walked his agenda.

Obama also transitioned maybe 1,000 political appointees into FT Federal positions (aka 'burrowing'), and Obama 3.0 was attempting to add more idealogical imbeds. Some may have been given 4-year contracts. Not sure that's even legal.
