LOL. OK. So that is also misleading. There hasn't been any real confirmed reports of what most people would think of that (someone running around, grabbing ballots, and then filling them out for the person in an illegal way).
Here is how ABSENTEE CHASE works.
Once mail ballots drop the registrars of voters put out a list (usually at least every 3 days, closer to the election every day) iindicating who has voted. As a political campaign I go through that list and do 2 things.
1) If someone has voted I pull them from my mailing lists. It is wasted money to send them even MORE mailers when I can no longer influence their vote
2) Up my efforts to contact the voter who hasn't yet show up on the list. More mailing, more phone calls, if I can more door knocks.
If there WAS a credible act of illegally collecting unfilled out ballots and then filling them out in mass it woiuld have been reported and someone would be in jail.
BTW - both sides do it. I think largely because of individual skills GOP consultants were slower to get on board - though in San Diego the best absentee chaser by far and one that cut their teeth on it 25 years ago mostly worked on squishy coastal Republicans campaigns for years.
BTW 2 - is also could be that GOP consultants are less good at it because their voters just always show up. It is the dem registered that are infrequent and where the chase can nudge them to vote.
