President Trump has announced the creation of the External Revenue Service. A collection and enforcement mechanism to gather income from tariffs, duties and other sources that will pay for access to the U.S. consumer market.

It is possible this new ERS was created to cover the de minimis loophole created about a hundred years ago so that small-value items weren't taxed. We now receive one billion of these untaxed shipments every year. (Max value went from $200 to $800.)

The low retail food prices of 2016 and 2017 were the result of the massive increase in U.S. production of Ag commodities across the board in 2015 and oil prices that were as low as $33 for WTI.

Trump wasn't even in office in 2015.
