So , OPD and Oakland's DOT has done little to no research on the "takeover/slideshow" activity . No wonder its getting worse and worse ... remember the plastic dots they thought would remedy the "lawless visually violent activity"
How can one expect to change a situation if they don't know or understand what is a play ?

I brought a friend to a taqueria on International late one night, and some loud donuts were spun in the middle of the intersection a block or two from where we ate.
What's at play? Youth (youth is invincible), need for excitement (natural), no respect for laws or safety, some only modestly employed (so they can stay up late), no healthy hobbies, no Father's, and no vision / plan for the future.

Common sense leaders would thin forests, cut fire trails, conduct controlled burns, fill reservoirs, hire competent managers, and think proactively.
That would have prevented Trillions of tons of CO2 from needlessly being dumped into our atmosphere the past three decades.
It would also mean healthy forests, cheaper lumber, and an established - though smaller - lumber industry.

By the way, we DO fill reservoir almost every year, rain and snow permitting. We just don't do it in January.

- first, thin out trees, including unwanted varieties (in some areas, too many pines)
- clear out ladder fuels where possible and cluttering small trees
- then small, controlled burns (including taking out manzanita)
Probably a fraction of 1% of what a PP fire emits.
No, the last two years we didn't fill the San Luis Reservoir all the way; flood irrigation is limited; as is replenishing our aquifers.
Last year snowpack and rainfall were at about 110% of normal, where Central Valley farms got 40% of contractually allotted water, and then 10% in June (too late to plan).
